A 1 - Equal Employment Opportunity/Affirmative Action Program


It is a matter of general knowledge that many factors in our society have had the effect of barring persons from various opportunities equal to those afforded to others because of differences in race, color, creed, religion, sex, national origin or ancestry, age, marital status, sexual orientation, or non-job related handicap or disability.

Many of these factors are beyond the ability of a single employer, such as the Eastern Iowa Community College District, to remove. For this reason, the Eastern Iowa Community College District has a particular responsibility to take whatever action it can to remove artificial barriers that stand in the way of equal opportunity for all.

BOARD POLICY

The goal of the Board of Trustees is to provide an educational program of the highest quality possible. Success in attaining this goal is dependent in large measure upon the competency of the district staff, both professional and those who serve in direct supporting positions to the instructional program of the Eastern Iowa Community College District.

ADMINISTRATIVE POLICIES

Recruitment

The Eastern Iowa Community College District will make affirmative efforts to reach protected class individuals with recruitment information. Announcements of position vacancies will be distributed to individuals and organizations representing the protected classes. The Director of Human Resources will maintain contact with protected class organizations and individuals in an effort to recruit qualified protected class members. All job postings will indicate the District is an equal opportunity employer. It is the policy of the District to encourage attendance by students of protected classes and appropriate District brochures shall so indicate. Efforts shall be made to recruit minority students where available and to recruit students for non-traditional courses of studies for their race, sex, etc.

Selection and Hiring

All hiring will be based upon the job-related merit of the persons being considered. Application forms will secure only the information that is job related and necessary in selecting an applicant for appointment to a vacant position.

Salary and Wages

The Equal Pay Act requires that equal wages be paid for substantially similar work performed by men and women. Title VII requires equal pay regardless of race, color, national origin, sex, disability, age, sexual orientation, gender identity, creed, religion, and actual or potential family, parental or marital status. The Eastern Iowa Community College District shall assure compliance with these laws.

Disciplinary Action

In those instances in which it becomes necessary to discipline a protected class employee, close attention will be given to insuring the discipline is handled as prescribed by administrative procedure and is not discriminatory in nature.

COMPLAINT/GRIEVANCE PROCEDURE

Eastern Iowa Community College District’s Complaint Resolution Process is described in Administrative Procedure E4 .

Please note: If the complaint is related to discrimination or harassment, the complainant may choose to immediately contact the Equal Employment Opportunity Officer/Equity Coordinator.

If the complaint is a Title IX sexual abuse, sexual discrimination, sexual harassment, and/or sexual misconduct claim, the claimant should contact the Title IX Investigator at their respective campus or the EICC Title IX Officer immediately.

For matters related to discrimination, the complaint will be referred to the EEO Officer/Equity Coordinator, who will conduct an investigation or appoint an investigator. The investigator will present a summary of findings and suggested remedy to a neutral party, who will approve or modify the remedy and direct the EEO Officer to implement it.

For matters related to sexual harassment, the complaint will be referred to a trained Title IX Investigator, who will document the claim. All Title IX investigations will be monitored by the Title IX Coordinator. The investigator will submit a summary of findings to a trained Title IX Decision-Maker, who take action in accordance with the Title IX Policy & Procedures.
