C 10 - Concurrent Enrollment


Selection of Instructors

By September/October of each year, representatives from EICC and the High School District will meet to review concurrent education offerings and jointly determine any new course offerings to be planned for the subsequent academic year. EICC and the High School District will discuss potential teaching arrangements. Selection of instructors will include the following:

  1. For each course identified, EICC will review data from the high school and surrounding high schools, along with projected student interest and pathways. After reviewing EICC instructors who are able to teach this course, conversations with the high school principals will include what high school instructors are qualified and able to teach the college course. For each course identified, the high school will send the name of the high school faculty member interested in the teaching assignment to EICC, along with specified prospective College Connections Instructor (CCI) documents including the completed high school employment application, completed background check, transcripts, and resume.
     
  2. Faculty Qualification Review and Certificate/Teaching License will be approved by the Divisional Dean and the selection decision will be sent to the high school.
     
  3. EICC will send required documents and materials to the selected CCI.
     
  4. EICC will assign a Faculty Liaison for each CCI.

Recordkeeping

  1. All CCI adjunct transcripts, faculty qualification review, and resume documents are submitted to HR for filing.
     
  2. All CCI adjunct orientation, professional development, and classroom observations are submitted to the Curriculum and Concurrent Enrollment Department.
     
  3. All original MOA’s will be kept with the EICC’s Board Secretary. After Board approval, the Dean of Curriculum and Concurrent Enrollment (DoC) will be responsible to distribute and collect the MOA’s by August 1 each year.
     
  4. The DoC will be responsible for coordinating the review of the MOA in coordination with the Academic Leadership Council and K-12 stakeholders each Fall and getting the MOA’s to the Board Secretary for Board approval each Spring.

Orientation

To ensure course equivalency, this orientation should be completed by the Faculty Liaison with the CCI and completed prior to course start date. Copies of materials reviewed should be included in the documents scanned to the Curriculum and Concurrent Enrollment Department. Each point verifies equivalency to the college course and indicates that the Faculty Liaison has reviewed and approved the required components.

  1. Syllabus
    • Course Description (same as listed in the College Catalog).
    • Quality Standards/Course Objectives (must match the Course Development Model).
    • Paired assessment shared to ensure that the rigor and standards of achievement are the same as expected in on-campus courses.
    • Grading scales are normed.
    • Syllabus has been collected by the concurrent enrollment department with support from e-learning for college recordkeeping and NACEP accreditation.
  2. Textbook
    • Approved course textbook(s).
  3. Common Assessment
    • A copy of both the Faculty Liaison’s and CCI’s assessment is on file at the corresponding college. Both should submit a completed student assessment sample.

Observation/Evaluation:

Teaching observations and course reviews are essential in order to verify quality and rigor are comparable to the same course taught at the college. Faculty liaisons visit the classroom to observe course quality and equivalence to the course taught on-campus. One course observation per each discipline taught by College Connections Instructors (CCI) will occur each semester for the first (1st) three (3) semesters taught by a CCI (consecutive or intermittent) for each discipline.

After the first (3) semesters, course observation(s) will occur every three years. The Faculty Liaison completes and signs the EICC CCI Observation Form and shares with the CCI and high school. All site visits should be completed before the high school semester ends. Observation Forms are completed within two (2) weeks of the observation and submitted to the CCI and Curriculum/Concurrent Enrollment Department.

Upon successful completion of three observations, the CCI will be observed on a rotating 3-year cycle. If there are unsatisfactory observations, CCI will continue to be observed every semester and EICC will follow procedures set forth in the College Connections Instruction Manual, Non-Compliance Section.

  1. New CCI:
    • Faculty Liaison sets dates for annual observations with CCI during Orientation in August.
    • Faculty Liaison completes one course observation per semester for first three semesters.
    • Faculty Liaison completes EICC College Connections Instructor Observation Form and submits to the CCI and Curriculum/Concurrent Enrollment Department.
    Continuing CCI:
    • Faculty Liaison sets dates for observation and ensures delivery of dates to CCI via email in August.
    • Faculty Liaison completes EICC College Connections Instructor Observation form and submits to the CCI and Curriculum and Concurrent Enrollment Department.
  2. Follow up with CCI:
    • Faculty Liaison will email completed EICC College Connections Instructor Observation Form to the CCI within in two (2) weeks of the observation and establishes a date and time for discussion, as needed.
  3. Materials that will be verified and collected during observation:
    • Paired Syllabi
    • Evidence of Grade Norming
    • Common Assessment and Graded Assessment Data

Professional Development

All College Connections Instructors must attend annual college-provided professional development to remain active in their department, stay informed of college expectations, and remain current in their field of study. CCIs are expected to attend at least one (1) discipline-specific workshop each year to remain in compliance with the policy.

The Curriculum and Concurrent Enrollment Department will track participants and send monthly audits to the Divisional Deans beginning in October.

The Divisional Dean will conduct an annual compliance review and notify those CCIs not in compliance with the participation policy, by May 1 of each year. The appropriate high school administrator, Department Coordinator (or Program Director), and DoC are included in the notification.

Non-Compliance

A Faculty Liaison will be assigned to each CCI. A teaching observation and review of the course are parts of the ongoing interaction between a Faculty Liaison and the CCI. If during an observation or during a review of the course content, the Faculty Liaison identifies concerns regarding adherence to the CDM, syllabus, course content, academic rigor, assessment components, and/or instructional issues, the concerns will be addressed, as follows, with the goal of assisting the CCI to correct the concerns

  1. The Faculty Liaison will complete the EICC Observation Form, including recommendations for improvement, and send it to the Concurrent Enrollment Department. The DC/PD will assess the severity of the concerns and the corresponding recommendations. If the severity is modest, a follow-up will be scheduled with the CCI to ensure the recommendations are followed. The DC/PD will sign and file the CCI Observation Form with the appropriate Divisional Dean, who will forward a copy to the DoC.

  2. In the event the concerns are urgent or serious in nature, or in the event of continued non-compliance with recommendations, the DC/PD will alert the Divisional Dean, sign the CCI Observation Form and indicate a request for formal evaluation.

  3. The Divisional Dean will contact the High School administrator to coordinate a meeting with the CCI, Divisional Dean, Department Coordinator, High School administrator, and DoC to discuss concerns and develop an action plan. The action plan will include a timeline for completion of each milestone. Written documentation of the action plan will be kept in the personnel file in the Curriculum and Concurrent Enrollment Department, and a copy sent to Human Resources (HR) at the college.

  4. The DC/PD will follow up with the CCI, either through another meeting or through classroom observation, to determine if the concerns outlined in the action plan have been addressed and resolved. The Department Coordinator may request that the Divisional Dean and/or the DoC be involved in this meeting.

  5. If the terms of the action plan are not adhered to, the Divisional Dean and the DC/PD may determine that the course does not maintain College quality. The Divisional Dean will cancel the course for the subsequent academic semester and the instructor (CCI) will lose their status as a CCI in that discipline. The High School administration will be informed of the College’s decision, the DoC and the Divisional Dean will work with the High School to identify another instructor, if appropriate.

NOTE: If an instructor has been approved to offer College Connections courses in more than one discipline, the Faculty Liaison for each discipline will assess adherence to course content. Cancellation of one (1) College Connections course due to non-compliance does not automatically cancel other College Connections courses.
