A 29 - Staff Reduction Procedure *


If it is determined that a staff reduction is necessary, preference for retention shall be given to the most senior and most qualified employees. The following conditions will apply:

 

  1. Personnel reduction shall be made by administrative unit within job titles. For purposes of staff reduction, five administrative units shall be recognized. They are Clinton Community College, Scott Community College, Muscatine Community College, District Office and Iowa WORKS offices.
     
  2. Employees hired on a regular half-time or more basis will be provided with a minimum of thirty days’ notice prior to the effective date of the reduction.
     
  3. Seniority shall mean consecutive period of employment on a regular full-time (defined as per Board Policy 430) basis.
     
  4. Qualifications shall include demonstrated job performance, training and experience.
     
  5. Reduction for employees who are hired on a temporary basis, or less than full time basis, shall be based on qualifications.
     
  6. An employee terminated under this procedure will be recalled to a vacancy in the position that he/she held at the time of termination for up to one year from the effective date of the termination.


Exceptions to this policy may be granted for reasons of overriding program necessity. Determination as to the interpretation of this policy shall rest with the Chancellor.

*Staff reduction procedures for employees in the bargaining unit shall be determined by the Master Contract.
