SP 508 - Non-Resident Student - Eligibility & Tuition


Any person who is not a legal resident of the State of Iowa may be admitted upon application at the discretion of the administration.

Tuition for nonresidents shall be not less than the marginal cost of instruction of a student attending the college.

A separate non-resident tuition rate for international students is permissible, provided the rate is reasonable and reflects the cost of appropriate services.

A lower tuition for non-residents is permitted under a reciprocal tuition agreement between a community college and an education institution in another state, if the agreement is approved by the director of the Iowa Department of Education.

Other non-resident tuition rates may be established for specific purposes provided the tuition is greater than the resident tuition rate and not less than the marginal cost of instruction and the arrangement is approved by the director of the Iowa Department of Education.

Beginning with the FY2016 academic year, the tuition rate for Illinois residents residing in Carroll, Henry, Mercer, Rock Island, and Whiteside counties will be the same as the tuition rate for online courses.
