AD 304 - Duties of the Executive Officer


It is the policy of the Board that the Executive Officer shall:
 

  1. Be in all respects the Chief Executive Officer of the College except as otherwise provided by law. The Executive Officer shall have the power to make rules not in conflict with the law or with the policies of the Board, and decide all matters of administrative and supervisory detail in connection with the operation and maintenance of the Eastern Iowa Community College District.
     
  2. Exercise leadership in initiating new procedures for accomplishing goals.
     
  3. Be directly responsible to the Board; be expected to initiate and develop policies for the approval of the Board, and to delegate such responsibility to associates and subordinates as they may deem desirable.
     
  4. Attend all meetings of the Board and be granted the privilege of taking part in the deliberations, but not vote.
     
  5. Have the power to recommend the appointment, promotion, demotion, discharge and/or suspension of all employees of the College as provided by law and the policies of the Board. All appointments, promotions, demotions, discharges and suspensions shall be recommended by the Executive Officer and shall be reported to the Board for approval, if required for that position, and for purposes of information if approval by the Board is not required. The Executive Officer shall have the authority to assign and transfer all employees of EICCD.
     
  6. Direct the employees of EICCD and, through the staff, assign and assist employees in the performance of their duties; classify, assign, and control the promotion of students; and perform such other duties as the Board determines. They shall make such reports to the Board, including a comprehensive annual report, as are necessary to keep the members properly informed concerning the matters under his/her supervision.
     
  7. Direct the work of staff in the evaluation of the educational programs and, upon the basis of the finding, recommend revision, if needed, to the Board for consideration and judgment.
     
  8. Direct the preparation of the annual budget in accordance with the requirements of the law, showing the estimated financial needs for the ensuing fiscal year, and the anticipated income from all sources and submit the budget to the Board. The preliminary draft of the budget shall be submitted to the Board at a meeting in February of each year.
     
  9. Direct the formulation of salary programs and make recommendations regarding same to the Board. After their adoption by the Board, they shall assign salaries to personnel on the basis of said programs.
     
  10. Exercise leadership in directing necessary studies of sites and buildings, taking into consideration population trends and the educational and cultural needs of EICCD to assure timely decisions by the Board and electorate regarding construction and renovation projects.
     
  11. Represent EICCD as its Chief Executive Officer in all dealings with other educational institutions, social institutions, business firms, agencies of government, and the general public.
     
  12. Keep the public informed about modern educational practices, educational trends, and the practices and problems of EICCD.
     
  13. Initiate and conduct research that will lead toward more effective operation of EICCD.


SPECIFIC ENUMERATION OF THE DUTIES OF THE EXECUTIVE OFFICER AS DETAILED ABOVE SHALL NOT ACT TO LIMIT THE BOARD AUTHORITY AND RESPONSIBILITY OF THE OFFICE OF THE EXECUTIVE OFFICER.
