BD 249 - Handling Grievances A. Personnel Grievances
Complaints from personnel employed by the Eastern Iowa Community College District and covered by a collective bargaining agreement with a grievance procedure may elect to pursue that grievance procedure or this procedure but may not pursue both with respect to the same matter.
Complaints from personnel employed by EICCD shall first be brought to the attention of the complainant’s immediate supervisor. If not resolved, the complainant shall follow the administrative line of authority to the Executive Officer.
Personnel desiring to address the Board shall direct their communication to the Executive Officer and not to the individual members of the Board, except that copies of any communication to the Executive Officer may be sent to all members of the Board.
Complaints against any employee which arise from within the membership of the Board, or which come to the attention of the Board, except through the Executive Officer, shall be referred to the Executive Officer for decision. If the employee or the complainant is not satisfied with the decision of the Executive Officer, appeal may be taken to the Board by directing a written communication to the Executive Officer requesting to address the Board. No complaint brought in any other manner shall be considered by the Board.
B. Citizens’ Grievances
Whenever a citizen is aggrieved at the action of any employee, such citizen may give information to the employee’s immediate supervisor. To the extent possible, the complaint/concern should be expressed in writing. In the event that the matter is not satisfactorily resolved, the matter may be appealed in the following order:
- Other supervisory or administrative personnel in the line of responsibility.
- The Executive Officer of the Board of Trustees.
- The Board of Trustees.
At each step of the procedure, the responsible administrator will explain the process in writing, including the right to appeal.
No appeal will be heard by the Board of Trustees, and no charge against an employee will be investigated or acted upon by the Board unless reduced to writing, signed by the party bringing the charges, and presented to the Board through the Executive Officer.
